Those tools can certainly tell you which code has been stored, but they can't tell you why that code appeared.
For example, a code related to an oxygen sensor doesn't necessarily mean the oxygen sensor has failed.
The actual problem could be:

- A failing mass airflow (MAF) sensor
- Low fuel pressure

Replacing the oxygen sensor without additional testing may not solve the problem at all.
